Heat an empty frying pan on medium and add the sesame seeds, toast until golden brown, this can happen quite quickly so don't take your eyes off them, then pop into a small bowl and let cool
Saute carrots, garlic and capsicum in a pan with the vegetable oil until they are soft, let them cool
In a large mixing bowl, mix the chicken mince, spring onions, soy sauce, ground ginger, lemon pepper and the zest and the juice of half a lemon
Once the carrot and capsicum mix has cooled, combine thoroughly with the mince mixture
To check your seasoning levels, take a teaspoon of the mix and fry, adjust seasoning as necessary
Using a teaspoon, place half a teaspoon of the mixture into the centre of the dumpling and fold, pressing the edges together — a little cold water along one edge can help — don't overfill the dumplings or they will explode when you cook them
You can either steam or pan fry these dumplings
Serve with a chilli dipping oil, toasted sesame seeds, kewpie mayo or soy sauce and vinegar.
